Fitting A Rack?

I have a singlespeed charge plug 2 bike with no rack mounting bolts in the frame but it does have the lower holes near the rear wheel hub. Can I use this product to mount a standard pannier rack to my bike? If not can you recommend one that would work?

It is unlikely this product will be suitable for what you're looking for as it is designed to work with the Carradice bagman system which is a method for supporting saddlebags. We do however sell products that will work for exactly what you want, a basic option is SJSC part number 23605 and a more expensive alternative is SJSC part number 26571.
