Can the Abus Bordo 6500 be safely affixed to the water bottle mounts?

At nearly 4.5 lbs without risk of damaging the bike frame? Thinking of using with Thorn tandem frame..
Depending on the area of use, not recommended for use when riding on rough terrain due to vibration.
