will these fit the 23.8 part of drop handlebars (just next to the 31.8 center part)

Yes that is where they are designed to fit, be sure to measure you bars to suit.

Can these fit on a 22.2mm bar diameter? Thanks.

Unfortunately the clamps are too large to fit a 22.2mm bar diameter.

These levers are sold and priced as a pair.

Does They Work With The Break Disc Avid Bb7 Road S?

As these are designed for V-Brake levers they won't work with the road versions of the BB7 brakes I'm afraid only the MTB versions.

Tektro Rl740 Inline Brake Levers
12 Apr 2014
I know inline brake levers are not recommended to be used on their own as the actoin puts too much stress on the cable end. As these ones have a pivoting action, could i possibly use two pairs of these on a set of butterfly bars (one set used as inline levers and the other set used as the primary levers)? The primary set would have the cable reversed so it houses the cable end.

I'd have to recommend only using them as they are supposed to be used, so as inline levers. There is nothing stopping you using them in the system you have suggested but we cannot recommend it.
