Crown race and what does this mean?

Does this headset have a split crown race?
What does “Expanding collar design means once you tighten the headset, it stays tightened” mean? As far as I can tell it comes with a normal top cap and starnut.
I assume this is not on a par with the Hope headsets, would you agree?

The headset does not come with a split crown race so tools will be needed to fit the race to the forks, the expanding collar is the preload device for the bearings, it works exactly the same as every Aheadset on the market. The bearing quality is very good and the headset is well made, I would use this instead of a Hope headset if I were to be leaving my bike locked up outside for shopping and commuting. SK 03/04/23
I am taking out a tange J27 1 1/8 head set will this fit as an alternative?
