Could this axle be shortened so that a QR skewer could be used instead of track nuts?

The intention would be to use a free wheel not a fixed cog.

You could do, but we would never recommend it.

Standard thread it will accept regular single speed freewheel.

what size cone wrench is needed for the endcaps of the novatec A186SBT fixed hub?

The end caps on this hub require a 17mm cone spanner.
