Mount stay too small

I bought this a couple of weeks ago. The mount is way too small to go around the seat post. I don’t know of any seat post that thin enough to use this stay for rear light. Could you advise where on a regular road bike you could mount this? If it is designed to be attached to the actual seat, then it is not small enough? Any advice would be greatly appreciated .
This will not fit a seatpost as it is designed for a seat stay; the two tubes connecting from the top of the seat tube (by the seat clamp) to the dropouts of the rear wheel.
