How do the ends attach to the frame?

You need 4mm P clips to attach to your frame.

Can I use these with part number 32086 ?

I'm transferring a pair of Dia-Compe 700x36mm(part number 32086 ) mudguards to a new bike and need longer stays than those provided. Are these suitable ? Not sure of the width from the information given.

Hi, these stays are 4mm diameter which is the same as the ones supplied in the ENE mudguard sets. They will fit.
