Are 32 spokes strong enough for touring ?

I have previously toured with 36 spoke front wheels on both MTB and 700c wheel sizes. Am now trying to save weight. Will a 32 spoke front wheel be strong enough for touring, noting that I will only carry a maximum of 10 kg up front in the panniers (5 kg per side) ? I always use steel front forks.
32 spokes are ok for touring, we use 32 spoke wheels on tandems and loaded touring bikes and they are fine- as long as they are built by a professional wheel builder and use quality parts. Note however that 32 spokes are inherently weaker than 36 spoke wheels.
