Would it fit a laptop 38x25x3 cm ?

ones I have seen "L swear" have a slide on to a specific rack and a plastic click fix type of fitting

There are two different types, one that has a sliding fitting which only works with Topeak racks or this one that uses a strap fitting system so that it is compatible with all rack types.
