ProsEasy to fit

Bought this for a frame build, not yet built. I’m using cantilever brakes and had a choice of two ways to guide the front cable. Either top or bottom of the fork tube. I elected to go the top mount route. This looks more elegant. Silver finish was important. It’s well made, price was acceptable and the parts finish is great. No bumps or imperfections in the surface.

Can this be clamped onto 1 inch threaded quill stem above the thread and lock nut?
