What is the length and diameter of these?

I need to replace the screw that attached my front rack on a surly. It was a bit hard to make it fit in the first place and I had to use 45 mm screws to attach it with use of some long washer (almost 2 cm)

I need to make sure these are long enough and will fit the fixing holes on the surly Long haul trucker.

Are these stainless steel or plated?
