Is it 1/8 or 3/32 wide?

Can i use this chainring with a 3/32" or a 1/8" chain? Can it be mounted on a Sugino Messengers cranckset - 130 pcd?

This is 130PCD and for 3/32nd chain, I'd be 95% sure it will fit your crankset.
