The holes are not suitable for mounting anything to, they are breather holes from manufacture.

Without the direct dimensions of your bicycle is it hard to confirm that these will be a perfect fit.
From what I can see it seems they may fit but I cannot say for sure.

These forks will be able to accept up to 42mm tyres (providing they don't have much tread) without mudguards.

Hi,

Unfortunately not, these forks can only take road style calliper brakes that fit with a single bolt to the crown of the forks.
