Does the left lever have enough throw for a triple crankset?

I currently have a Sachs Huret stem clamp double gear lever like this one but find the left lever doesn''t release enough cable to get from bottom to top chainring (even when front derailleur limits screws are completely unscrewed!!)

Can the levers on this be swapped out?
Eg could i use shimano down tube levers?
