As the other review says, the choice of an aluminium bolt means this is likely to fail at any time. I have just missed a once a year event because the bolt suddenly snapped. Buy something else with a steel bolt, or risk being stranded.

The hollow aluminium bolt just can't take enough torque to tighten the clamp sufficiently. Have now snapped two of the official Hope bolts, given up and replaced the bolt with a steel one. Better off with a cheap no-name clamp

My cycle set tube is 38mm. Would a 38.5 Hope seatpost clamp have enough clearance please?

You should able to fit it on there but it will be a tight fit.
