Does the 28.6mm version have an internal lip to stop against the seattube?

If no, it would work as a headset locking adjuster as used in Sheldon Brown's method on his blog post 'handsup'

Thank you for your enquiry, we can confirm that this seatpost clamp does have an internal lip so that it stops against the top of the seat tube.
