What is the maximum height allowed with this stem?

Would you please tell me where the length measurement is taken? Is it the total tube length or the length to the minimum insertion point ?

Does the bar clamp taper towards the pinch bolt to enable the curve of a drop bar to pass through it?

It does not taper towards the pinch bolt and cannot make it past the curve of a drop bar.
