Do I need Bob pins, its an old bob. So an R pin? Is that compatible with these bobbins?

These are identical to the original bobbins and require the same fitting.

hi would these scew to the frame where a pannier gose and also is the part where the trailer locks on 9mm

Unfortunately not, these are designed to fit directly to The Robert Axle Project's axles, they are not designed to fit directly to the frame I'm afraid.
